The People’s Government of Suzhou Municipality has issued the Several Measures of Suzhou Municipality to Support the Innovative Development of the Embodied Intelligent Robot Industry (hereinafter referred to as the Several Measures). The detailed interpretation is provided as follows:

I. Formulation Background

At present, the integration trend between embodied intelligence and robotics is prominent. Embodied intelligent robots represent a core development track of future industries, integrating advanced sectors including artificial intelligence, high-end manufacturing, new materials, electronic information and new energy. Regarded as revolutionary products following computers, smartphones and new energy vehicles, they will profoundly transform production and lifestyles and reshape the global industrial landscape.

To fully implement documents such as the Implementation Plan for the "Robot Plus" Application Initiative, the Guiding Opinions on the Innovative Development of Humanoid Robots and the Action Plan for the Innovative Development of Jiangsu’s Robotics Industry, seize historic opportunities brought by the new round of global technological and industrial revolution, and accelerate the innovative development of Suzhou’s embodied intelligent robot industry, the Several Measures have been formulated.

II. Core Contents

The document contains 12 supportive measures as detailed below:

1. Support the settlement of major industrial projects Comprehensive support covering land guarantee, plant construction, equipment renewal and talent introduction will be offered to major settled projects of the embodied intelligent robot industry.

2. Support enterprises to expand investment and production Manufacturers engaged in embodied intelligent robots are encouraged to increase investment in equipment procurement, upgrading and technological transformation for capacity expansion.

3. Build high-level innovation platforms Rewards will be granted in accordance with relevant policies for embodied intelligent robot enterprises and institutions that establish various innovation platforms.

4. Foster main players of technological innovation Support R&D and industrialization at key links of the embodied intelligent robot industrial chain, and facilitate the establishment of innovation consortia.

5. Accelerate the construction of public service platforms

6. Expand the cultivation of industrial market entities

7. Further roll out the "Robot Plus" Application Initiative Suzhou will compile and release the Catalogue of Typical Scenarios for Suzhou’s "Robot Plus" Initiative on an annual basis.

8. Support the development and application of robot foundation models Embodied intelligent robot enterprises are encouraged to apply for recognition as key vertical AI foundation models. Computing power vouchers will be available to cut costs of intelligent computing resources.

9. Promote the first trial and commercial adoption of innovative products

10. Strengthen the development of standard systems Support the establishment of the Jiangsu Provincial Technical Standardization Committee for Humanoid Robots. Relevant enterprises and research institutes are encouraged to lead or participate in formulating and revising all types of standards.

11. Reinforce financial and capital support Leverage the guiding role of industrial funds to drive social capital to invest in the embodied intelligent robot industry via direct equity investment, financial leasing and other channels.

III. Supplementary Provisions

Formulated in line with national and provincial regulatory documents and tailored to Suzhou’s local development realities, the Several Measures deliver full policy backing for the innovative growth of Suzhou’s embodied intelligent robot industry.

This policy shall take effect on June 1, 2025 and remain valid until December 31, 2027. Where a single entity qualifies for multiple supportive policies, benefits shall be implemented under the principle of “the highest benefit applies without repeated subsidies”. All funds covered by this policy shall be allocated in accordance with original fund channels and fiscal management rules.
